Abstract Steel slag is the major solid waste produced in the metallurgical industry. In order to increase its gelling activity and achieve the utilization of resources，The steel slag tailings cementitious activity was stimulated by mechanical grinding. According to the relevant standards，the activity indexes of 3 d and 28 d were investigated. The results show that mechanical grinding is beneficial to the decrease of particle size and the optimization of uniformity，but once the grinding time is too long，which will lead to the agglomeration of the steel slag powder and affect the mechanical properties and gelation properties of the cementing materials. When the grinding time is 80 min，the powder can be filled in the cement mortar system well，and the active substances 3CaO·SiO2 and 2CaO·SiO2 produced a large amount of C-S-H gel after hydration，resulting in the highest cementitious activity which the 3 d activity index is 66.24%，and the 28 d activity index is 73.56% respectively.
