Abstract��The performance and related mechanical property requirements for the organic matter cutting tool steel have been analyzed in detail. In order to obtain superior cutting performance, the steel must have ultra-high blade hardness, sharpness and suitable toughness. Therefore, based on the requirements, the alloying principle and strengthening and toughening principle for organic matter cutting tool steel were analyzed. Excellent cutting edge sharpness has to be obtained by high-carbon low-alloy or non-alloy steels. Here a kind of organic matter cutting tool steel was designed using special heat treatment and via high-carbon martensitic hardening and precipitation strengthening of dispersed fine alloyed cementite the hardness of steels can be increased obviously. Whereas the toughness of steels can be increased by grain refinement which is derived from alloy cementite and VC impeding grain growth.
