Abstract The rolling technology of fine-grained reinforcing bar can make full use of the performance of steel material，reduce the consumption of the rare alloy metal at home，and achieve the goal of saving resource. Based on the chemical component of 20MnSi，the current study adjusted chemical composition，used the continuous rolling production line and equipment available in Fushun New Steel Co.，Ltd. to successfully produce the fine-grained hot rooled reinforcing bar with diameter of 16 mm and 20 mm. The controlled rolling and controlled cooling technology were applied to control the deformation，deformation temperature, deformation rate and cooling rate.The grain size of ferrite within the bar was less than Grade 9. The test results showed that the controlled rolling and controlled cooling process could be able to produce HRB400E with fine grains, the production regulations of the HRB400E fine-grained hot rolled reinforcing bar also had been specified in this paper.
